What is the purpose of the National Car Test NCT?

On the 21 03 2016, as outlined previously, my car was damaged and passed by the RSA NCT Contractor APPLUS, while not complying with EU Regulations, so

• Is the NCT about road Safety or is it financial?
• The RSA claim it is not a matter for them, while
• Gardai would issue 2 penalty points and an €80 fine for this and may even seize the vehicle, calling it dangerous and defective.
• RSA Expert 05 11 2018: Defective tyres a factor in 14 deaths yearly. I doubt this statistic.
