Complaint to FIOSRU the RSA and An Garda Síochána and Feedback to RTE 20 05 2026
To the Leadership Teams led by:
Justin Kelly Commissioner at An Garda Síochána, established 104 years ago in 1922.
Sheila McClelland, Fiosrú Chief Executive Officer CEO, and
Subject: The one-way road Rules of the Road Emergency Stopping Distances are incorrect.
On 31 07 1946, 80 years ago, the UK Government owned Transport Research Laboratory TRL incorrectly designed the Highway Code stopping distances for one-way road emergency braking distance standard after thinking time of 0.67 seconds (s).
In 1996, TRL was privatised and on 13 02 2007 provided the Garda Forensic Road Crash Investigators with one-way road emergency braking distances after 2.20s reaction time.
TRL was now providing the Rules of the Road, Gardai, RoSPA, BRAKE and researchers worldwide with different one-way road emergency braking distances after different Thinking Times.
Representatives of:
The Gardai Ref: TB2/254/01were notified of TRLs stopping mistake on 09 11 2001.
The UK Government referred me to the USA.
TRL and the Gardai referred me to the RSA.
The RSA Commissioned TRL who provided Report RPN2213 for SRA, (Not RSA).
The RSA misled the Government by using RPN2213 to answer Parliamentary Questions.
GSOC now Fiosrú, on 19 06 2015, promised to respond in due course.
GSOC/Fiosrú caused a Data Breach by sending me another person’s file in error which I agreed to delete if they dealt with my queries, as promised 10 years earlier.
Fiosrú Solicitors threatened High Court Action, so I deleted the file sent in error.
On 01 05 2026, Fiosrú, Ref: 010021-05-26 promised to look at my complaint but have failed to do so by 20 05 2026 as 10 more fatalities occur and 100 Serious Injuries, due to TRLs mistake.
By 2025, Gardai, RSA and others had stopped using Transport Research Laboratory TRL research and TRL was offered for sale in a confidential deal.
The name Transport Research Laboratory Limited changed to THIRLMERE DORMANT 1 LTD which was dissolved on 18 11 2025, according to the Register of Company Names.
The TRL stopping mistake was possibly the greatest mistake made since the invention of the motor car.
My research is based on VBOX measurements, outlined at drivingscorecard.com and I invite any rule maker worldwide to disprove my finding by demonstration.
TRL remains the source of the Rules of the Road one-way road emergency stopping distances.

Summary;
In 2026, fatalities are higher than in 2012, when 17 fatalities were deleted.
At 31 12 2025, Serious Injuries are twice as high as in 2006 and 4 times higher than in 2011.
The aim of my research is to eliminate road crashes worldwide.
I again invite TRL and their 1,000 clients to disprove my findings by demonstration.
